This is a later generation Yagyu, (柳生) tsuba made by the Futoga Yama (二子山) school of the late Edo Period based in Owari Province (尾張國). While the tsuba is mumei (無銘) the tsuba does look to be by the second generation master of this school Iwata Norisuke (岩田則亮). The design is not related to swordsmanship but alludes to a high-ranking warrior waving his baton of command. The design of the commander’s baton is from Yagyu Family design book used for all generations of Yagyu tsuba. Few lamination folds are visible along the rim and the inside surfaces of the openings.
